[cheers and applause] and because they're located here, we can always ask them for a favor here and there and make sure no one is left out, because that is what we do in government. david chiu and i come from backgrounds where we do not want to leave anybody behind. we want everybody to enjoy the riches of technology. we want them to enjoy the economy in san francisco. that is why we're working so hard to make sure our central marketplace is welcoming of all these technology companies, making sure that we can work with other cities. i am very lucky to be part of the u.s. conference of mayors, and they allow me to represent san francisco as the innovative center for all the rest of the cities across the country. so we get to compare information and there. what these days i will get to talk to you while i am in washington, d.c., and you can hear what i am saying across there, so we can enjoy it -- wherever i go, you know i will be working and not fooling around. finally, we also are usi

eric williams, president for the transport workers union here in san francisco. first and foremost, let me be clear here. the transit operators union and the members of our local will not be held responsible for the late buses and the no service on the streets. i welcome this dialogue, all from prop k to prop a to all the measures surrounding muni that should be brought to the forefront, because this agency receives a heck of a lot of funds, federally mandated funds, to deal with this transportation system. so it should be put on the table, on what the agency is doing, with the said funds. the said funds are for operations, to put together a system that works for everybody, within this community of san francisco. that being said, on the face of it, i am for the free youth passes. at this point, with the -- with this agency in the position it's in now, we need to think about how can we actually use those particular funds to benefitjpd÷ everyone within this city. if it's compromising to give a little here, give a little there, but definitely, definitely we need m

in san francisco a look at 101 shows traffic moving well. we have a high wind advisory on the bay bridge. it's 7:03. we will head out to c hugey dine who is monitoring an accident in livermore. >> reporter: it's a mess out here. interstate 580 hasn't been a great place to be. four accidents, this one may take a while. take a look at this tractor trailer and what happened to it. the second half of the trailer flipped over. they called in two tow trucks to try to figure out how to flip it back over. in the meantime its blocking traffic and things have really showed down. the driver out here, you can see him, he told me that he was just coming up the pass and his truck just started sliding from side to side. he just couldn't control it and is this what happened. i want to pan over to the traffic mess. the line of cars, coming up 580, we got here right after this happened. people were just going around it, no flares, no chp, with we were really close to the front of it. this isn't the first accident. this stretch of road has seen. asaphia truck

i have to tell you, it feels like san francisco is in the bull's eye. it was hammering rain earlier for several hours, then had howling winds. the conditions let up. meteorologists say this is what to expect through the day. as a matter of fact, early in the week in san francisco wednesday, wind speeds topped 80 miles per hour. they're not expecting those type of winds earlier or later today, but they certainly are expecting downed trees and downed power lines to cause them several issues. at the higher elevations, closer to 7,000 feet in the sierra, they're expecting up to a foot of snow, so it is going to be certainly a wet day in the sierra, in the lower elevations, closer in the lower foothills, we expect up to 12 inches of rain by sunday. we're looking at very wet conditions. here in the bay area where they have been dealing with steady rain since wednesday, there are several systems rolling in. we expect a one, two, three, maybe a fourth punch to hit here. it will be a long day for crews here, willie. >> just plain nasty there. migel almaguer in s
